Bylaws of the PWSRA

 

 

ARTICLE I

NAME:

Section 1. This organization shall be an independent association, and shall be known as the Prince William Soccer Referee Association (PWSRA) 

PURPOSE:

Section 2. The purpose of PWSRA shall be to organize, train, and discipline soccer referees, and to engage in other activities as shall be determined by the membership of PWSRA. 

 

ARTICLE II

MEMBERSHIP:

Section 1. Membership shall be open to all new and experiences soccer referees, and shall commence with the acceptance of an application for membership by the Director of Referees, PWSRA, and continue so long as the member fulfills the requirements and other general obligations of the PWSRA 

REJECTION OF APPLICATION:

Section 2. The Director of Referees may reject any application for membership, or reinstatement of membership, for cause. 

TERMINATION OF MEMBERSHIP:

Section 3. Membership may be terminated or a member's participation may be suspended by a majority vote of the PWSRA Executive Board, and/or for violation of Article VII of the bylaws. Written notice of such action will be presented or mailed to the individual so affected by the Director of Referees. Any member may voluntarily terminate membership by notifying the Director of Referees. 

 

ARTICLE III

OFFICERS:

Section 1. The Officers of the PWSRA shall be the Director of Referees, Secretary, Treasurer, Referee Trainer, Referee Examiner, Referee Evaluator, and Referee Liaison Officer. Together they shall constitute the PWSRA Executive Board. 

ELECTION OF DIRECTOR OF REFEREES:

Section 2. The Director of Referees of PWSRA is that person holding the position of "Head Referee” of Prince William Soccer, Incorporated (PWSI) league; and is elected by the general membership of the PWSRA, according to PWSRA bylaws. 

TENURE:

Section 3. All of the Officer positions of the PWSRA shall be appointed by the Director of Referees. No member shall hold more than one office at a time. 

 

ARTICLE IV

MEETINGS:

Section 1. The meetings of the PWSRA shall be held as determined by the Director of Referees on as needed basis. An annual meeting will be held each November. Meetings will begin at 7:30pm. 

NOTICE OF MEETINGS:

Section 2. Notice of general membership meetings shall be sent by mail to each member, approximately one week in advance of the meeting. 

ORDER OF BUSINESS:

Section 3. The Director of Referees, or the Secretary, shall conduct meetings. Meetings will follow this order of business:

              1.       Reading of minutes of previous meeting

              2.       Reports of Committees

              3.       Unfinished Business

              4.       New Business 

SPECIAL MEETINGS:

Section 4. Special Meetings may be called by the Director of Referees; or may be called upon by written petition request of five members of PWSRA. Petitions for special meetings shall be presented to the Director of Referees, and must indicate the purpose of the petition and clearly identify the petitioners. Notice of the Special Meeting shall be sent to all members as soon as practicable. 

FEES:

Section 5. Upon a majority vote of the members at any meeting, fees or payments may be authorized. 

 

ARTICLE V 

VOTE:

Section 1. Each member shall be entitled to one vote at all meetings of the members of PWSRA. 

Section 2. A majority vote of the members present shall govern in all matters properly brought before the meeting. 

QUORUM:

Section 3. A quorum capable of transacting all business properly brought before the meeting shall consist of a minimum of 5% of the membership. 

 

ARTICLE VI 

POWERS OF THE DIRECTOR OF REFEREES:

Section 1. The Director of Referees may grant special or general authority to others, and may likewise withdraw such authority. The powers vested by the Director of Referees in any committee may be limited, altered, or withdrawn by the Director of Referees. 

RIGHTS OF MEMBERS:

Section 2. Any powers delegated to or by the Director of Referees may be modified, altered, or withdrawn by the members. 

DUTIES OF THE DIRECTOR OF REFEREES:

Section 3. The Director of Referees shall perform such duties as are customarily performed by officers of similar associations and other duties as may be imposed by the PWSRA. The Director of Referees shall be the sole spokesman for the PWSRA.

DUTIES OF THE REFEREE SECRETARY:

Section 4. The Secretary shall be responsible for maintaining records of meetings and all other appropriate business conducted by PWSRA. The Secretary will maintain a list of members, to include name, current address, and telephone number; will handle notification of meetings and general correspondence; shall keep the PWSRA files; and shall conduct meetings in the absence of the Director of Referees. 

DUTIES OF THE REFEREE TREASURER:

Section 5. The Treasurer shall perform duties as are customarily performed by such officers. This will include maintaining the PWSRA bank account and making payment to PWSRA members for games officiated upon presentation of appropriate game logs. 

DUTIES OF THE REFEREE TRAINER:

Section 7. The Referee Trainer shall be responsible for the overall PWSRA referee training program for all referees, to include: orientation of new referee trainees; scheduling and conducting basic and advanced training sessions; and other such activities pertaining to referee instruction. The Referee Trainer shall be assisted by the Referee Examiner and Referee Evaluator. 

DUTIES OF THE REFEREE EXAMINER:

Section 8. The Referee Examiner shall be responsible for conducting examinations of PWSRA referees; and shall maintain a list of referees having passed and the levels each has achieved. He or she will provide the members with notification of testing and retesting, and will assist the Referee Trainer. 

DUTIES OF THE REFEREE EVALUATOR:

Section 9. The Referee Evaluator shall be responsible for evaluating all PWSRA Referees, and may conduct an oral as well as a written critiques with the referee so evaluated. He or she will assist the Referee Trainer. 

DUTIES OF THE REFEREE LIAISON OFFICER:

Section 10. The Referee Liaison Officer shall be responsible for representing PWSRA at all Rules Committee meetings, and other meetings or sessions that are held to rule on judgment, actions, or performance of PWSRA referees, and shall protect PWSRA’s interest at these meetings. He or she will keep the Director of Referees and PWSRA members informed of these events. He or she shall also perform liaison functions in other areas as required. 

 

ARTICLE VII 

EXPULSION:

Section 1. Consumption or appearing to be under the influence of alcoholic beverages or drugs while in a soccer official's uniform shall be grounds for expulsion from membership in PWSRA. 

MISSED ASSIGNMENTS:

Section 2. Missing a scheduled assignment without prior notification shall be considered grounds for disciplinary action and/or expulsion from PWSRA. 

UNIFORM:

Section 3. Failure to report to a scheduled assignment in an approved soccer official's uniform shall be grounds for disciplinary action and/or expulsion from PWSRA. 

 

ARTICLE VIII

REFEREE CERTIFICATION:

Section 1. All referees of PWSRA shall be tested, assessed, graded, and otherwise evaluated for fitness as a soccer referee, following the concepts of the USSF Referee Committee and as announced by FIFA in the USSF supplement.  

Section 2. All referees must successfully complete a USSF annual written examination, and attend clinics as required to remain in good standing with PWSRA. 

Section 3. The Referee Trainer and the Referee Examiner will present a list of eligible candidates to the Director of Referees for certification once each season and whenever necessary, and this list will be known as the Official Roster.
 

ARTICLE IX

CHANGES TO THE BY LAWS:

Section 1. These bylaws may be altered, amended, changed, or new bylaws adopted, by the members of the PWSRA at any meeting of members, providing notice has been sent in the call for the meeting.
